Lillian A. Plata is an associate in the law firm of McManimon & Scotland, L.L.C., and practices in the area of tax and public finance.

Ms. Plata has extensive experience in the area of tax and public finance, having practiced for several years at the law firms of Fulbright & Jaworski, LLP in New York and Wilentz, Goldman & Spitzer, P.A., in New Jersey, prior to joining McManimon & Scotland, L.L.C. She is part of the firm’s tax department and regularly handles the firm’s tax matters. She advises the State of New Jersey, other government entities, underwriters and non-profits on all aspects of tax law, including the Bergen County Improvement Authority, the Hudson County Improvement Authority, the City of Bayonne, the Town of Harrison, the New Jersey Housing and Mortgage Finance Agency, the New Jersey Health Care Facilities Financing Authority, the New Jersey Economic Development Authority, and the New Jersey Higher Education Student Assistance Authority, among others. She has assisted a number of issuers as Bond Counsel, Disclosure Counsel and Special Tax Counsel and underwriters, as Underwriter’s Counsel, on a national and local level, including the Monroe County Industrial Development Agency, the Water Authority of Great Neck North, Wyoming Municipal Power Agency, East Hampton Housing Authority, Middlesex County Utilities Authority, New Brunswick Parking Authority, the New Jersey Education Facilities Authority and various other government entities, Goldman Sachs, Citigroup Global Markets Inc. and Wachovia Bank, National Association. Ms. Plata also has tax expertise in New Markets Tax Credits, Low Income Housing Tax Credits and other financings under the American Recovery and Reinvestment Act of 2009, including Build America Bonds, Recovery Zone Bonds, and various other tax credit bonds.

Ms. Plata has coordinated with issuers, underwriters, financial advisors, insurers and auditors to structure and implement transactions relating to general obligation bonds/notes and revenue financings with fixed rate, variable rate, auction rate and hybrid structures, as well as interest rate swap agreements and other derivative products. She has also represented corporate entities and investment firms in various projects consisting of corporate acquisitions, infrastructure projects, construction of professional athletic facilities and negotiating intercreditor agreements and credit facilities.

Ms. Plata is also involved in various professional, community and political activities. She is currently a member of the New Jersey Supreme Court Ethics Committee, District XII, a Board of Director for the New Jersey Women Lawyers Association, Chair of Latinas United for Political Empowerment Political Action Committee and Co-Chair of this year’s statewide “Fifth Annual Young Latina Leadership Conference”. Ms. Plata has served on the Board of Trustees of the Tri-County Chapter of the American Red Cross, Latinas United for Political Empowerment and the Latina Leadership Forum. She is a member of the American Bar Association, the Hispanic National Bar Association, the Hispanic Bar Association of New Jersey, the National Association of Bond Lawyers, and the New Jersey State Bar Association.

Ms. Plata recently graduated from the National Hispana Leadership Institute’s 2009 Executive Leadership Institute. She was 1 out of 22 Latinas nationwide accepted into the program (www.nhli.org). She also is co-author of “A Survey of PPP Legislation Across the United States,” Global Infrastructure, Volume I, 2008.

Ms. Plata received her Juris Doctorate from Rutgers University School of Law – Newark in 2002 and her B.A. degree in English from Drew University in 1999. Ms. Plata is admitted to practice law in the states of New Jersey, New York and the District of Columbia.
