Jack has been a practicing attorney for over 45 years and has concentrated his general practice in areas of commercial, corporate, real estate, franchising, banking, tax, energy matters and legislation related thereto. During that period of time he has had many varied and memorable experiences and clients. Some of the highlights of his career so far are:
- Currently he represents Doherty Enterprises, Inc., a privately owned company which operates 92 restaurants in the New Jersey/New York Metropolitan Area and currently has on the drawing board new leases for seven additional restaurants; the company started in 1992 with one Applebee’s Restaurant.
- For 12 years he represented Cogen Technologies in New Jersey, an independent power producer operating three cogeneration plants in New Jersey which were eventually sold for approximately $1 billion (the principal owner is now the owner of the Houston Texas National Football League team).
- He argued before the New Jersey Supreme Court to uphold the constitutionality of the Business Retention Act, which he helped draft, and the Court upheld the constitutionality.
- In 2006 and in 2009 he was named a “New Jersey Super Lawyer”.
- For over 14 years he was a Commissioner of Taxes and Assessments for the City of Paterson serving as either President or Secretary of the Board of Commissioners during that time.
- He has defended or prosecuted over 1,100 real estate tax appeals on behalf of municipalities or property owners.
- He has participated in the drafting of such legislation as the Bulk Sale of Municipal Tax Liens, the reform of the Gross Receipts and Franchise Tax, the Energy Rate-Flex Act, and the Electric Discount and Energy Competition Act.
- He has been honored to be appointed to and to serve as a member of a number of committees, among them the Supreme Court Committee on the Tax Court, the Energy Master Plan Tax Subcommittee, the Bank Lawyers Council of the New Jersey Bankers’ Association, the Energy Council of the New Jersey Business and Industry Association, Chairman of the Lawyers Referral Service of Passaic County Bar Association, member of the Board of Trustees of the Passaic County Bar Association, Co-Chairman of the District Fee Arbitration Committee, Vice Chairman of the Lawyer Referral Service of the New Jersey State Bar Association.
- Jack has lectured extensively over the years and is a co-adjunct faculty member of the Center for Government, Rutgers University, an instructor for the Institute of Continuing Legal Education, and a lecturer before the Public Affairs Research Institute, the Institute of Professional Development, NJ League of Municipalities, NJ Conference of Mayors, NJ Tax Collectors Association and the National Conference of Council for Urban Economic Development.
Jack has said that he has been practicing for so many years that when he finally gets it right he may decide to become a doctor.
Jack is married to the former Ellen Reilly for over 43 years and they have three grown children and six grandchildren.
