Mr. Scotland is a founding member of McManimon & Scotland, L.L.C., specializing in infrastructure development and structured finance, with experience and expertise in redevelopment, housing, land use and public and project finance. Mr. Scotland’s practice consists of, among other things, advising governmental entities, and for-profit and not-for-profit entities in connection with development, implementation and financing of complex development, redevelopment and housing projects. These include the development and financing of the Prudential Center in Newark, and numerous initiatives by the City of Asbury Park, the Jersey City Redevelopment Agency, the Township of Montclair and many others. This work includes developing programs for financial assistance for redevelopment projects under New Jersey exemption and abatement statutes and tax increment bond financing programs. Mr. Scotland’s practice also includes the development and financing of affordable housing under the United States Housing and Urban Development Mixed Finance Regulations and Hope VI Revitalization Grant Programs, including financings utilizing Low Income Housing Tax Credits. Finally, Mr. Scotland has extensive experience in the development and implementation of financing structures under the New Markets Tax Credits Program. This includes leveraged loan transactions and twinning the tax credits with other tax credits or financial assistance programs. During the course of his career, Mr. Scotland has specialized in public and project finance at every level of government. The financings have included sewer and solid waste management and resource recovery financings as well as alternative energy projects including cogeneration and energy conservation, and in the privatization of publicly-owned water, wastewater and solid waste facilities. Mr. Scotland also has worked extensively with the financing provisions under the American Recovery and Reinvestment Act, including Recovery Zone Economic Development Bonds, and Recovery Zone Facility Bonds. Further, Mr. Scotland has represented underwriters in connection with their purchase of securities issued by political subdivisions of the State of New Jersey. Mr. Scotland received his B.A. degree in economics from Brown University in l977 and received his Juris Doctorate degree from Georgetown University in l980. He was admitted to the practice of law in New Jersey in l980 and to the practice of law in the State of New York in 1989. Mr. Scotland is presently a member of the New Jersey State Bar Association and the Garden State Bar Association and a former member of the New Jersey Supreme Court Ethics Committee, District V-A. Mr. Scotland has served as a member of the New Jersey Housing & Mortgage Finance Agency and as a member of the Board of Trustees at Essex County College located in Newark, New Jersey. Education
